Champions the integration of research, innovation, and emerging technologies to foster knowledge generation and practical solutions to national challenges. Members Include.

It is tasked with policy analysis, development, and advocacy to influence higher education reforms and represent the collective interests of member institutions. Members Include;
The UVCF PhD Ad Hoc Committee serves as a strategic and technical body responsible for guiding, coordinating, and overseeing collaborative PhD training and retention initiatives across UVCF member institutions. It conducts PhD needs assessments, identifies priority disciplines, and develops policy frameworks and implementation guidelines aligned with national priorities, NCHE standards, and continental aspirations such as the African Union Agenda 2063. The Committee promotes inter-university collaboration, joint supervision models, and partnerships with regional and international institutions to enhance access, quality, and relevance of PhD training.
In addition, the Committee advises on quality assurance standards for PhD programmes, supports resource mobilization, and monitors implementation and outcomes of PhD training initiatives. It provides regular reports and policy recommendations to the UVCF Secretariat and Executive Committee, while guiding member institutions on retention strategies, career development, and research ecosystems that ensure PhD graduates are effectively absorbed and sustained within Ugandan universities.
